Narrative:
After rotation/unstick noted #1 engine propeller RPM at 1100 propeller RPM (1390 is appropriate for takeoff power). Checked condition lever at maximum and confirmed at maximum. Returned to azo for landing. On takeoff, did not notice any yawing moment nor any noticeable harmonics due to propellers out of sync, nor did note #1 propeller RPM during takeoff roll. As soon as the main gear touched down on landing the #1 propeller RPM climbed to 1350 propeller RPM. Tower notified of problem and I indicated that it may be an indicator problem. Without request from us the tower rolled the equipment for our landing, no other problems occurred, landing uneventful. Supplemental information from acn 298439: subsequent trouble-shooting (maintenance person) found a failed propeller overspd governor.

Title: ENG FAILS TO DEVELOP MAX THRUST SHORTLY AFTER TKOF.
Narrative: AFTER ROTATION/UNSTICK NOTED #1 ENG PROP RPM AT 1100 PROP RPM (1390 IS APPROPRIATE FOR TKOF PWR). CHKED CONDITION LEVER AT MAX AND CONFIRMED AT MAX. RETURNED TO AZO FOR LNDG. ON TKOF, DID NOT NOTICE ANY YAWING MOMENT NOR ANY NOTICEABLE HARMONICS DUE TO PROPS OUT OF SYNC, NOR DID NOTE #1 PROP RPM DURING TKOF ROLL. AS SOON AS THE MAIN GEAR TOUCHED DOWN ON LNDG THE #1 PROP RPM CLBED TO 1350 PROP RPM. TWR NOTIFIED OF PROB AND I INDICATED THAT IT MAY BE AN INDICATOR PROB. WITHOUT REQUEST FROM US THE TWR ROLLED THE EQUIP FOR OUR LNDG, NO OTHER PROBS OCCURRED, LNDG UNEVENTFUL. SUPPLEMENTAL INFO FROM ACN 298439: SUBSEQUENT TROUBLE-SHOOTING (MAINT PERSON) FOUND A FAILED PROP OVERSPD GOVERNOR.
