Narrative:
To this day I still don't know if there was an incursion or violation. I am not from the dayton area. During my 10 hours of multi engine training I had become aware that the hours at willmington airborn and springfield are irregular. Consequently, during my WX briefing with dayton FSS station I specifically asked about local NOTAMS on these 2 airports traffic areas. My briefer advised that neither tower was going to be operational during my flying times - XA00 to XE00 local time. During my flight test for multi engine rating, I was under the hood, had 1 engine feathered, and was being vectored for the approach to airborne runway 4 by dayton approach. At this time I asked for a low approach. When turned over to CTAF I called and advised them on low approach for runway 4. They answered something so garbled it was unreadable like someone was using a hand held. We asked for them to repeat, meanwhile the ILS gave us an off flag. They then advised they had no way of monitoring the ILS. The examiner then asked if the tower was operating. No answer. The examiner then asked me to make a full stop landing with only 1 engine operational. Which I did. They then said we did not have permission to land. So we ask again if the tower was operational? They again answered, so garbled it was unintelligible. We then continued to our original destination. At the time of our landing there were no X's on the runway. If the tower was operational, they were having problems with their xmissions. If it was not operating, then there should be some control over who is operating CTAF. I understand this a problem at this particular airport and should be investigated for safety's sake.

Narrative: TO THIS DAY I STILL DON'T KNOW IF THERE WAS AN INCURSION OR VIOLATION. I AM NOT FROM THE DAYTON AREA. IF THE TWR WAS OPERATIONAL, THEY WERE HAVING PROBS WITH THEIR XMISSIONS. IF IT WAS NOT OPERATING, THEN THERE SHOULD BE SOME CTL OVER WHO IS OPERATING CTAF. I UNDERSTAND THIS A PROB AT THIS PARTICULAR ARPT AND SHOULD BE INVESTIGATED FOR SAFETY'S SAKE.
