Narrative:

At 600 ft, on departure lga, #2 flight attendant rang the cockpit, and informed the so that aft right service door barrier strap, was hanging out. At 10000 ft, I sent so back, to try to retract the strap, which so could not do. Consulted with dispatch, and diverted to phl. Minor damage to paint on the door. No engine damage. We were fueled, and departed. Flight attendant did good job on timely informing of the problem. Good cockpit resource management all around. Thanks to crew and dispatch.

Title: SHORTLY AFTER TKOF, AN ACR FLT ATTENDANT CALLED THE COCKPIT TO RPT THAT AN EMER EXIT BARRIER STRAP HAD BEEN IMPROPERLY STOWED, AND WAS HANGING OUTSIDE THE ACFT. THE FLT WAS DIVERTED, IN ORDER TO RETRACT THE STRAP.
