Narrative:

Going through austin arsa - direct via LORAN. Requested flight following: looked at airport and noticed I was near ILS for active (I had shot approach about 1 hour earlier, so I knew it was in use). Told passenger to look out at 3 O'clock because I couldn't believe they would let me go through at that altitude. About same time, approach told me I was in line and to do an immediate turn to 360 degree. I was in glide path with plane about 1 mi. He said he heard me tell him I was going over airport VOR. I never said that, and didn't hear him tell me nor repeat back.almost all the time I file IFR and do not usually file VFR. Airport was busy and the second I noticed I was going to go near ILS approach, I should have questioned his/my action. A few mins time savings could have led to bad circumstances. Any directions should make clear directions of flight and caution in arsa, especially in marginal VFR.
