Narrative:
Got a TCASII RA at 14000 ft in holding pattern at haile intersection. Commanded to descend. Descended to 13600 ft, RA stopped. Watched blip out TCASII, estimated to be at 14500 ft. When aircraft passed, we climbed back to 14000 ft. ATC misidented traffic and never saw aircraft passing through holding pattern VFR at approximately 14500 ft. ATC then asked us to call the ir facility. At one time, TCASII was giving problems due to ghosts on screen. We feel very confident this was not a ghost and took action as commanded.
