Narrative:
Departure (dulles approach center) assigned us 220 degree heading climb to 17000 ft. Out of 10800 ft controller assigned a 280 heading and we received a TCASII 'monitor vertical climb' then immediately thereafter a 'descend' at 2000 FPM. We descended to 10000 ft prior to starting a climb after 'free of conflict.' visibility unlimited and we saw nothing -- controller said traffic was a learjet. Traffic was heavy and the controller was 'overloaded' in my opinion. Later his tone seemed like he had a problem with our performance. I feel my first officer flying and the TCASII performed admirably.

Title: TCASII AND ATC CLRNC TO AVOID TFC CONFLICT.
Narrative: DEP (DULLES APCH CTR) ASSIGNED US 220 DEG HDG CLB TO 17000 FT. OUT OF 10800 FT CTLR ASSIGNED A 280 HDG AND WE RECEIVED A TCASII 'MONITOR VERT CLB' THEN IMMEDIATELY THEREAFTER A 'DSND' AT 2000 FPM.
