Narrative:

I am an air traffic controller, in the radar room, at bradley TRACON, windsor locks, ct. There are area mgrs (second level supervisors) who periodically are in charge of a shift. The area mgrs do not maintain currency on control position and do not maintain a medical clearance and are not subject to random drug/alcohol testing. However, when in charge of a shift they have authority/authorized to order me to give control instructions to aircraft. I feel this is wrong.
