Narrative:

During climb out of bwi, with hazy conditions, a high winged aircraft (cessna) appeared off the left wing, slightly lower than our altitude (we were climbing at 1000 FPM) the other aircraft was headed south at what appeared to be level flight conditions. My first officer was the PF, our aircraft was on autoplt. We had just executed a slight right turn as directed by ATC to put us more on course towards lancaster. We had no warning from ATC and did not have time to take evasive action. ATC later said they had a primary target (after we told them of the aircraft) and they alerted other aircraft climbing out of bwi. We had TCASII on board, but the aircraft had no transponder turned on.

Title: COMMUTER ACFT HAS NMAC WITH SMA INSIDE CLASS B AIRSPACE.

Narrative: DURING CLB OUT OF BWI, WITH HAZY CONDITIONS, A HIGH WINGED ACFT (CESSNA) APPEARED OFF THE L WING, SLIGHTLY LOWER THAN OUR ALT (WE WERE CLBING AT 1000 FPM) THE OTHER ACFT WAS HEADED S AT WHAT APPEARED TO BE LEVEL FLT CONDITIONS. MY FO WAS THE PF, OUR ACFT WAS ON AUTOPLT. WE HAD JUST EXECUTED A SLIGHT R TURN AS DIRECTED BY ATC TO PUT US MORE ON COURSE TOWARDS LANCASTER. WE HAD NO WARNING FROM ATC AND DID NOT HAVE TIME TO TAKE EVASIVE ACTION. ATC LATER SAID THEY HAD A PRIMARY TARGET (AFTER WE TOLD THEM OF THE ACFT) AND THEY ALERTED OTHER ACFT CLBING OUT OF BWI. WE HAD TCASII ON BOARD, BUT THE ACFT HAD NO XPONDER TURNED ON.
