Narrative:
Was on final for runway 28, had 20 degree flaps down power back to 1500 RPM. There was no wind and a road running just west of runway 28. Seemed close 1/2 mi (or less) I realized I was too high and fast I added full flaps 30 degrees. In retrospect I should have 'gone around.' I touched down too fast and ballooned up porpoised 3 times before landing on the nosewheel which broke off. Nose propeller touched the runway and plane veered off to the left. No engines. Damage to propeller, nosewheel should have killed engine and slowed down on final. Should go around when I realized that would lose runway length if I wanted to touchdown at a slower speed. Callback conversation with reporter revealed the following information: reporter stated that he was operating a cessna 150 type aircraft of which the nose gear and propeller were damaged. The FAA classified this as an incident only but reexamined him for his private pilot competency. He does realize that his landing technique lacked the proper placement of vision during this landing!

Title: PVT PLT OF AN SMA SEL PORPOISES DURING LNDG CAUSING DAMAGE TO THE NOSE GEAR AND PROP.
Narrative: WAS ON FINAL FOR RWY 28, HAD 20 DEG FLAPS DOWN PWR BACK TO 1500 RPM. THERE WAS NO WIND AND A ROAD RUNNING JUST W OF RWY 28. SEEMED CLOSE 1/2 MI (OR LESS) I REALIZED I WAS TOO HIGH AND FAST I ADDED FULL FLAPS 30 DEGS. IN RETROSPECT I SHOULD HAVE 'GONE AROUND.' I TOUCHED DOWN TOO FAST AND BALLOONED UP PORPOISED 3 TIMES BEFORE LNDG ON THE NOSEWHEEL WHICH BROKE OFF. NOSE PROP TOUCHED THE RWY AND PLANE VEERED OFF TO THE L. NO ENGS. DAMAGE TO PROP, NOSEWHEEL SHOULD HAVE KILLED ENG AND SLOWED DOWN ON FINAL. SHOULD GAR WHEN I REALIZED THAT WOULD LOSE RWY LENGTH IF I WANTED TO TOUCHDOWN AT A SLOWER SPD. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT HE WAS OPERATING A CESSNA 150 TYPE ACFT OF WHICH THE NOSE GEAR AND PROP WERE DAMAGED. THE FAA CLASSIFIED THIS AS AN INCIDENT ONLY BUT REEXAMINED HIM FOR HIS PVT PLT COMPETENCY. HE DOES REALIZE THAT HIS LNDG TECHNIQUE LACKED THE PROPER PLACEMENT OF VISION DURING THIS LNDG!
