Narrative:
Controller did not call out conflict. The other plane (a blue/white C-172) may or may not have had an operable transponder. We were close in to the field with vectors being given to the final approach course. The other plane was at the wrong altitude and in the wrong airspace with no communications with approach.

Title: NMAC BTWN 2 SMA SEL ACFT WITHIN A CLASS C AIRSPACE.
Narrative: CTLR DID NOT CALL OUT CONFLICT. THE OTHER PLANE (A BLUE/WHITE C-172) MAY OR MAY NOT HAVE HAD AN OPERABLE XPONDER. WE WERE CLOSE IN TO THE FIELD WITH VECTORS BEING GIVEN TO THE FINAL APCH COURSE. THE OTHER PLANE WAS AT THE WRONG ALT AND IN THE WRONG AIRSPACE WITH NO COMS WITH APCH.
