Narrative:
Cpr X cleared to 7000 ft. I saw him level then a few mins later he bumped up to 7300 ft. The radar controller questioned him about his altitude. He said he was high and was returning down. He got as high as 7400 ft and was in conflict with an 8000 ft aircraft Y traveling nwbound over zooms. X returned to 7000 ft. Supplemental information from acn 308359: X said he hit a bump and went up about 300 ft, had traffic at 8000 ft above that was called earlier.
