Narrative:
We were level at FL270. Approximately 90 mi west of ric VOR we were given a clearance to cross 45 mi west of ric VOR. We were given a clearance to cross 45 mi of ric VOR at 9000 ft. We had difficulty understanding the mileage but, once we clarified it, we started down immediately. As we descended, we were confirming with our so that we were below maximum landing weight as our direct routing had saved us fuel. Using a maximum rate descent with speed brakes we leveled at 10000 ft at approximately 47 mi to slow to 250 KTS and leveled at 9000 ft between 43 and 44 mi. It was so close as we descended that we thought we could make the restr but, in hindsight, if it was so close, we should have notified ATC and asked for vectors or an amended clearance. We were not notified of any conflict in association with this occurrence.

Title: XING RESTR NOT MET.
Narrative: WE WERE LEVEL AT FL270. APPROX 90 MI W OF RIC VOR WE WERE GIVEN A CLRNC TO CROSS 45 MI W OF RIC VOR. WE WERE GIVEN A CLRNC TO CROSS 45 MI OF RIC VOR AT 9000 FT. WE HAD DIFFICULTY UNDERSTANDING THE MILEAGE BUT, ONCE WE CLARIFIED IT, WE STARTED DOWN IMMEDIATELY. AS WE DSNDED, WE WERE CONFIRMING WITH OUR SO THAT WE WERE BELOW MAX LNDG WT AS OUR DIRECT ROUTING HAD SAVED US FUEL. USING A MAX RATE DSCNT WITH SPD BRAKES WE LEVELED AT 10000 FT AT APPROX 47 MI TO SLOW TO 250 KTS AND LEVELED AT 9000 FT BTWN 43 AND 44 MI. IT WAS SO CLOSE AS WE DSNDED THAT WE THOUGHT WE COULD MAKE THE RESTR BUT, IN HINDSIGHT, IF IT WAS SO CLOSE, WE SHOULD HAVE NOTIFIED ATC AND ASKED FOR VECTORS OR AN AMENDED CLRNC. WE WERE NOT NOTIFIED OF ANY CONFLICT IN ASSOCIATION WITH THIS OCCURRENCE.
