Narrative:
SID departure off phl runway 27L, climb to 5000 ft, turn left to 090 degrees, join the cyn 274 degree radial toward ditch intersection. Normally would already be cleared to climb to 10000 ft. Eastbound on cyn 274 degree radial, about 35 DME, cleared to climb to 10000 ft. Just started climb when departure control called traffic 10 O'clock, 3 mi, at I believe 5500 ft. TCASII advised 'monitor vertical speed.' began to level and TCASII advised 'descend, descend.' departure control advised 'turn right heading 130 degrees.' did not turn as traffic was at 10 O'clock and a right turn for us would have precluded any chance of visual contact with other aircraft. Started a descent as advised by TCASII, when captain in left seat obtained visual on other aircraft and evaded down and left. Missed aircraft by approximately 75 ft vertical (we passed above us).
