Narrative:

Flight was waiting to be cleared for takeoff. 2 GA aircraft departed before us. Tower then cleared us to takeoff. We complied with the SID and turned to a heading of 295 degrees. We contacted departure and were asked if we were aware of traffic at about 1 O'clock at the same altitude. As we looked for the aircraft, we got a TA from our TCASII, followed by an RA which told us to climb at 2500 FPM. We complied. We then notified departure and asked why we were not told about the traffic sooner. Departure said that tower should have told us. They did not. Supplemental information from acn 311975: SID was flown as depicted. The light, low-fixed wing single engine aircraft passed directly under us at 500 ft. Ny departure informed me that this is a common problem at hpn. Phone conversation between myself and the hpn tower revealed that there was controller training in progress and they did fail to issue traffic.

Narrative: FLT WAS WAITING TO BE CLRED FOR TKOF. 2 GA ACFT DEPARTED BEFORE US. TWR THEN CLRED US TO TKOF. WE COMPLIED WITH THE SID AND TURNED TO A HDG OF 295 DEGS. WE CONTACTED DEP AND WERE ASKED IF WE WERE AWARE OF TFC AT ABOUT 1 O'CLOCK AT THE SAME ALT. AS WE LOOKED FOR THE ACFT, WE GOT A TA FROM OUR TCASII, FOLLOWED BY AN RA WHICH TOLD US TO CLB AT 2500 FPM. WE COMPLIED. WE THEN NOTIFIED DEP AND ASKED WHY WE WERE NOT TOLD ABOUT THE TFC SOONER. DEP SAID THAT TWR SHOULD HAVE TOLD US. THEY DID NOT. SUPPLEMENTAL INFO FROM ACN 311975: SID WAS FLOWN AS DEPICTED. THE LIGHT, LOW-FIXED WING SINGLE ENG ACFT PASSED DIRECTLY UNDER US AT 500 FT. NY DEP INFORMED ME THAT THIS IS A COMMON PROB AT HPN. PHONE CONVERSATION BTWN MYSELF AND THE HPN TWR REVEALED THAT THERE WAS CTLR TRAINING IN PROGRESS AND THEY DID FAIL TO ISSUE TFC.
