Narrative:
The aircraft was on a local IFR flight plan for a practice VOR/DME approach with circle to land at rocky mount. Pre-landing checks were done prior to the VOR, at the VOR, immediately upon passage of the final approach fix, and downwind. As we were turning base, a commuter aircraft called a 4 mi base. I communicated to find out if we had time to safely land. He said he would follow us in. We turned short final and landed gear up.
