Narrative:
Trying to land. I was flying low trying to make an approach with variable wind direction. It would change directions. It was necessary to stay low to hold wind direction. I then landed. Callback conversation with reporter revealed the following information: the reporter believes in sending a report to the ASRS whenever she is forced to fly low over a city. She was flying in a rally with variable winds. There were no complaints and no action taken. The reporter flies an aerostar ax-7.

Title: LOW LEVEL CIVIL FLT.
Narrative: TRYING TO LAND. I WAS FLYING LOW TRYING TO MAKE AN APCH WITH VARIABLE WIND DIRECTION. IT WOULD CHANGE DIRECTIONS. IT WAS NECESSARY TO STAY LOW TO HOLD WIND DIRECTION. I THEN LANDED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR BELIEVES IN SENDING A RPT TO THE ASRS WHENEVER SHE IS FORCED TO FLY LOW OVER A CITY. SHE WAS FLYING IN A RALLY WITH VARIABLE WINDS. THERE WERE NO COMPLAINTS AND NO ACTION TAKEN. THE RPTR FLIES AN AEROSTAR AX-7.
