Narrative:

We were cleared for the loop 9 departure which calls for a 250 degree heading to the 160 degree radial of smo and then a left turn to a heading of 235 degrees. Our clearance altitude was 2000 ft. At about 1200-1300 ft MSL we got a TA alert on TCASII and a yellow target almost at our position and 700 ft above us showed up on the HSI. We slowed our rate of climb and began looking for the target. When we were clear of the target we were about a mi past the 160 degree of smo and we began our turn to 235 degrees at that time. We did not see the target.
