Narrative:
We were approaching the hnl class B airspace from the northeast at 6500 ft MSL. At 15 NM from the outer limit of the class B airspace, we asked hnl center for a handoff to hnl approach control. (Note -- we were in radar contact with hnl center for VFR flight following). As we approached the class B boundary, we asked center for the handoff again. Because hnl approach did not have us on radar, center did not hand us off. We offered to hold in VFR conditions outside of the class B airspace, however center instructed us to fly directly to the ckh VOR (which was located within the class B airspace) so that approach would pick us up on radar. We flew to the ckh VOR but did not have a clearance to enter the class B airspace. Over ckh, hnl approach finally located us on radar and cleared us for the B airspace. We obviously need better radar coverage northeast of the hnl class B airspace to avoid radar detection problems and to help obtain clrncs into the B airspace more efficiently.
Original NASA ASRS Text
Title: INSTRUCTOR PLT RPT OF PENETRATION OF CLASS B AIRSPACE.
Narrative: WE WERE APCHING THE HNL CLASS B AIRSPACE FROM THE NE AT 6500 FT MSL. AT 15 NM FROM THE OUTER LIMIT OF THE CLASS B AIRSPACE, WE ASKED HNL CTR FOR A HDOF TO HNL APCH CTL. (NOTE -- WE WERE IN RADAR CONTACT WITH HNL CTR FOR VFR FLT FOLLOWING). AS WE APCHED THE CLASS B BOUNDARY, WE ASKED CTR FOR THE HDOF AGAIN. BECAUSE HNL APCH DID NOT HAVE US ON RADAR, CTR DID NOT HAND US OFF. WE OFFERED TO HOLD IN VFR CONDITIONS OUTSIDE OF THE CLASS B AIRSPACE, HOWEVER CTR INSTRUCTED US TO FLY DIRECTLY TO THE CKH VOR (WHICH WAS LOCATED WITHIN THE CLASS B AIRSPACE) SO THAT APCH WOULD PICK US UP ON RADAR. WE FLEW TO THE CKH VOR BUT DID NOT HAVE A CLRNC TO ENTER THE CLASS B AIRSPACE. OVER CKH, HNL APCH FINALLY LOCATED US ON RADAR AND CLRED US FOR THE B AIRSPACE. WE OBVIOUSLY NEED BETTER RADAR COVERAGE NE OF THE HNL CLASS B AIRSPACE TO AVOID RADAR DETECTION PROBS AND TO HELP OBTAIN CLRNCS INTO THE B AIRSPACE MORE EFFICIENTLY.
