Narrative:
We were sightseeing along the oregon coast at an altitude in excess of 500 ft and several hundred yds offshore. My attention was split between flying the airplane, the beautiful scenery and maintaining a continual awareness of stretches of beach which would be appropriate for an emergency landing site. I felt that my altitude and offshore position required little vigilance for ground based obstructions. I was surprised to come very close to a kite being flown from the nearby beach. I will be much more cognizant of the potential for collision presented by recreationally flown kites in the future, particularly on nice days and in the vicinity of a beach.
