Narrative:
Near midair collision: VFR learjet descended in front of us, 12000 ft, momentarily leveling at our altitude, horizontal clearance about 1500 ft. RA received on TCASII requiring a climb up to 13000 ft. ATC had no joy until aircraft was about 1/4 mi. We saw the lear at about the same time it appeared on TCASII. ATC advised of RA compliance. We suspect the lear was headed for willow run airport.
