Narrative:

I was working air carrier nebound at FL290. He asked if I had any traffic for him. I observed 2 limited data blocks swbound. I called traffic at 2 O'clock and 5 mi swbound at FL280 and traffic at 2 O'clock and 10 mi swbound at FL310, both MD80's. He said he had an RA. I observed him 500 ft high and then 800 ft high (FL298). I again called traffic, now at 12 O'clock 5 mi swbound FL310. He was climbing into and advised him to maintain FL290. Pilot advised he was within 900 ft of traffic. Please fine tune this TCASII RA system before it kills someone. I think the system (TCASII) was certified before it was reliable. In this case, TCASII caused aircraft a (FL290 plus) to climb away from traffic that was no factor (aircraft B at FL280) into traffic that was a factor (aircraft C at FL310)!

Title: ACR FLC'S RESPONSE TO TCASII RA DIRECTED THEM TOWARD TFC.

Narrative: I WAS WORKING ACR NEBOUND AT FL290. HE ASKED IF I HAD ANY TFC FOR HIM. I OBSERVED 2 LIMITED DATA BLOCKS SWBOUND. I CALLED TFC AT 2 O'CLOCK AND 5 MI SWBOUND AT FL280 AND TFC AT 2 O'CLOCK AND 10 MI SWBOUND AT FL310, BOTH MD80'S. HE SAID HE HAD AN RA. I OBSERVED HIM 500 FT HIGH AND THEN 800 FT HIGH (FL298). I AGAIN CALLED TFC, NOW AT 12 O'CLOCK 5 MI SWBOUND FL310. HE WAS CLBING INTO AND ADVISED HIM TO MAINTAIN FL290. PLT ADVISED HE WAS WITHIN 900 FT OF TFC. PLEASE FINE TUNE THIS TCASII RA SYS BEFORE IT KILLS SOMEONE. I THINK THE SYS (TCASII) WAS CERTIFIED BEFORE IT WAS RELIABLE. IN THIS CASE, TCASII CAUSED ACFT A (FL290 PLUS) TO CLB AWAY FROM TFC THAT WAS NO FACTOR (ACFT B AT FL280) INTO TFC THAT WAS A FACTOR (ACFT C AT FL310)!
