Narrative:
Due to extensive construction on the airport, some signs and markings are non-standard. Cpr X passed his turn and crossed the departure end of runway 28C. Air carrier Y was not rolling, but had been cleared to do so. I canceled Y's takeoff clearance just prior to beginning departure roll. I believe the signage on this airport to be poor and of constant complaints by pilots.
