Narrative:
We had cleared runway 09R, with instructions to hold short of runway 09L on taxiway M. While on taxiway M, local control issued instructions to 'cross runway 09L if you'd like.' first officer repeated the instruction to cross, which acknowledgement was not answered. I thought the clearance rather odd, and slowed down, but continued to taxi. Looking to my left, I saw landing lights at the approach end of runway 09L, which I took to be an aircraft holding in position. We had now crossed the hold-short line. The controller now, urgently, issued 'hold short' instructions, with which I complied. In the subsequent telephone conversation with the tower supervisor, she said she was investigating a possible runway incursion. I relayed our perception of what had occurred, and asked her to review the tapes. On a later trip through phl later the same day, I spoke with a different supervisor, who told me that the tapes had been reviewed, and the decision made that this had been a 'non-event.'

Title: A NEAR UNAUTH RWY ENTRY, RWY TRANSGRESSION. READBACK HEARBACK PROB.
Narrative: WE HAD CLRED RWY 09R, WITH INSTRUCTIONS TO HOLD SHORT OF RWY 09L ON TXWY M. WHILE ON TXWY M, LCL CTL ISSUED INSTRUCTIONS TO 'CROSS RWY 09L IF YOU'D LIKE.' FO REPEATED THE INSTRUCTION TO CROSS, WHICH ACKNOWLEDGEMENT WAS NOT ANSWERED. I THOUGHT THE CLRNC RATHER ODD, AND SLOWED DOWN, BUT CONTINUED TO TAXI. LOOKING TO MY L, I SAW LNDG LIGHTS AT THE APCH END OF RWY 09L, WHICH I TOOK TO BE AN ACFT HOLDING IN POS. WE HAD NOW CROSSED THE HOLD-SHORT LINE.
