Narrative:

I was flying a light aircraft (PA12, no transponder) along east side of the seward highway northbound at 1400 ft MSL (which is just east of anc class 'C' airspace) when a heavy jet (B747?), which had departed anc runway 6, turned sbound towards my aircraft. Heavy jet was air carrier on an anchorage 1 departure from anc runway 6L. I flashed landing lights and, when I saw that the heavy was still headed for me, I attempted to dive and turn west into anc airspace. The heavy jet flew just east of me, approximately 500 ft above me. I encountered severe turbulence which rolled my aircraft 80 degree bank, then 50 degree pitch. I tried to contact lake hood tower (frequency radio tuned to) to inform them of my incursion into the anc class 'C' airspace and of near midair, but frequency was congested. After I recovered from turbulence, I contacted anc tower and informed them of event and airspace incursion. This is a repeating problem of heavy jets which depart runway 6 at anc and go past east boundary of class 'C' airspace prior to turning sbound without maintaining a visual lookout for other aircraft operating in this area of uncontrolled airspace. Event could have been catastrophic!! Callback conversation with reporter revealed the following information: the reporter was flying a PA12 on wheels from flying crown (private) airport, AK12. This is just at the east edge of an anc 'C' airspace but below it. Anc was using runways 6 this day, with runway 6R for departure. Air carrier aircraft do not like to use runway 6L for departure as this is the ILS runway and it gives a longer taxi for takeoff. After landing, the reporter called anc ATCT to complain about the near midair collision and the air carrier being out of its protected airspace. An anc FSDO representative has called the reporter with great interest in this situation. The reporter is now aware of the FAA safety hotline and may call it.

THIS IS JUST AT THE E EDGE OF AN ANC 'C' AIRSPACE BUT BELOW IT. ANC WAS USING RWYS 6 THIS DAY, WITH RWY 6R FOR DEP. ACR ACFT DO NOT LIKE TO USE RWY 6L FOR DEP AS THIS IS THE ILS RWY AND IT GIVES A LONGER TAXI FOR TKOF. AFTER LNDG, THE RPTR CALLED ANC ATCT TO COMPLAIN ABOUT THE NMAC AND THE ACR BEING OUT OF ITS PROTECTED AIRSPACE. AN ANC FSDO REPRESENTATIVE HAS CALLED THE RPTR WITH GREAT INTEREST IN THIS SIT. THE RPTR IS NOW AWARE OF THE FAA SAFETY HOTLINE AND MAY CALL IT.
