Narrative:

Military X, a T38 departed rafb while I was working reese departure radar. LOA altitude violation on the SID. Aircraft should have leveled at 5500 ft MSL until radio communication was established. Aircraft continued climb without transponder with numerous aircraft in area. When I did establish control of X, I vectored him evasively to maintain IFR separation. This is an ongoing problem. Generally the supervisor is told and they call reese. This problem has not been corrected. Every time a supervisor calls reese and simply says 'don't do that' they are covering up and failing to report a pilot deviation!

Narrative: MIL X, A T38 DEPARTED RAFB WHILE I WAS WORKING REESE DEP RADAR. LOA ALT VIOLATION ON THE SID. ACFT SHOULD HAVE LEVELED AT 5500 FT MSL UNTIL RADIO COM WAS ESTABLISHED. ACFT CONTINUED CLB WITHOUT XPONDER WITH NUMEROUS ACFT IN AREA. WHEN I DID ESTABLISH CTL OF X, I VECTORED HIM EVASIVELY TO MAINTAIN IFR SEPARATION. THIS IS AN ONGOING PROB. GENERALLY THE SUPVR IS TOLD AND THEY CALL REESE. THIS PROB HAS NOT BEEN CORRECTED. EVERY TIME A SUPVR CALLS REESE AND SIMPLY SAYS 'DON'T DO THAT' THEY ARE COVERING UP AND FAILING TO RPT A PLTDEV!
