Narrative:
Arriving psc, about 15 mins after tower closed. Runway 30/12 closed, active runway 21R, visuals, right hand pattern. I briefed the approach and the required callouts on CTAF frequency. ZSE cleared us for the visual. The first officer made the callouts as required. When I clicked the lights they did not respond, I tried again and the lights did not brighten or dim. I had a good visual on the runway so we landed and closed IFR flight plan with ZSE. I was bothered by the runway lights not responding. That's when I discovered on taxi that the first officer had set in the wrong CTAF frequency based on an out of date approach plate. We were making our callouts but no one heard us. We observed no traffic in the area or on the ground and ZSE reported no observed traffic. The first officer and I had a discussion about making sure our approach plates are up to date and making sure the captain's and first officer's plates agree on the date at the top of the page.

Title: LGT FLC TUNES IN WRONG CTAF FREQ DUE TO USING OUT OF DATE APCH PLATE.
Narrative: ARRIVING PSC, ABOUT 15 MINS AFTER TWR CLOSED. RWY 30/12 CLOSED, ACTIVE RWY 21R, VISUALS, R HAND PATTERN. I BRIEFED THE APCH AND THE REQUIRED CALLOUTS ON CTAF FREQ. ZSE CLRED US FOR THE VISUAL. THE FO MADE THE CALLOUTS AS REQUIRED. WHEN I CLICKED THE LIGHTS THEY DID NOT RESPOND, I TRIED AGAIN AND THE LIGHTS DID NOT BRIGHTEN OR DIM. I HAD A GOOD VISUAL ON THE RWY SO WE LANDED AND CLOSED IFR FLT PLAN WITH ZSE. I WAS BOTHERED BY THE RWY LIGHTS NOT RESPONDING. THAT'S WHEN I DISCOVERED ON TAXI THAT THE FO HAD SET IN THE WRONG CTAF FREQ BASED ON AN OUT OF DATE APCH PLATE. WE WERE MAKING OUR CALLOUTS BUT NO ONE HEARD US. WE OBSERVED NO TFC IN THE AREA OR ON THE GND AND ZSE RPTED NO OBSERVED TFC. THE FO AND I HAD A DISCUSSION ABOUT MAKING SURE OUR APCH PLATES ARE UP TO DATE AND MAKING SURE THE CAPT'S AND FO'S PLATES AGREE ON THE DATE AT THE TOP OF THE PAGE.
