Narrative:
While descending on the ILS runway 3 circle to land runway 25, I broke out of minimums. The first thing I saw was the REIL on the end of runway 7. I had a moment of spatial disorientation. I thought, that was the active runway, so I went for it. The problem as I see it, was not having a clear idea of which direction to circle upon reaching minimums. Having the REIL lights on the inactive runway added to my confusion. Having only the REIL lights on the active runway operating would be a great help when doing circle-to-land maneuvers at night and at minimums. The only adverse human condition is that the heater had failed with an OAT of minus 4 degrees C. Needless to say, I was extremely cold. I was the only traffic and continued without incident besides landing on runway 7 instead of runway 25.

Title: PLT OF AN SMA TWIN ATX CARGO FLT LANDED ON WRONG RWY AFTER COMPLETING A CIRCLING APCH AT OR BELOW CIRCLING MINIMUMS.
Narrative: WHILE DSNDING ON THE ILS RWY 3 CIRCLE TO LAND RWY 25, I BROKE OUT OF MINIMUMS. THE FIRST THING I SAW WAS THE REIL ON THE END OF RWY 7. I HAD A MOMENT OF SPATIAL DISORIENTATION. HAVING ONLY THE REIL LIGHTS ON THE ACTIVE RWY OPERATING WOULD BE A GREAT HELP WHEN DOING CIRCLE-TO-LAND MANEUVERS AT NIGHT AND AT MINIMUMS. THE ONLY ADVERSE HUMAN CONDITION IS THAT THE HEATER HAD FAILED WITH AN OAT OF MINUS 4 DEGS C. NEEDLESS TO SAY, I WAS EXTREMELY COLD. I WAS THE ONLY TFC AND CONTINUED WITHOUT INCIDENT BESIDES LNDG ON RWY 7 INSTEAD OF RWY 25.
