Narrative:
Using en route and approach plates en route to manteo, nc (mqi), on V189, about 20 NM west, could not identify rbx VOR. I had received a briefing and filed via V189 which includes rbx VOR. Neither briefing nor commercial NOTAMS, included a NOTAM of rbx being OTS. (Current en route 30 united states low and approach plate 13-1 manteo, nc, VOR runway 16 contain inclusion of rbx VOR and frequency 111.6 and morse code identify.) contacted ATC and they confirmed that rbx VOR was OTS. Cleared for NDB approach and landed safely. Local pilots at mqi confirmed that rbx had been OTS for yrs -- so long that no current NOTAM existed. I noted later that government charts have the rbx frequency and identify blocked out. I advised commercial chart maker of error upon return. Rbx VOR should be deleted from current en route and approach plates if, indeed, OTS. Callback conversation with reporter revealed the following information: ZDC procedures specialist stated the rbx VOR has been OTS for about 5 yrs and has been notamed. Center procedures have been implemented to preclude what happened to the reporter.

Narrative: USING ENRTE AND APCH PLATES ENRTE TO MANTEO, NC (MQI), ON V189, ABOUT 20 NM W, COULD NOT IDENT RBX VOR. I HAD RECEIVED A BRIEFING AND FILED VIA V189 WHICH INCLUDES RBX VOR.
