Narrative:
Flight departed dfw runway 35L, eastbound departure, initial altitude 10000 ft. First officer flying. Leveled off at 10000 ft, increase airspeed to 340 KTS (climb speed) in anticipation of climb clearance. Departure gave right turn to 080 degrees, and maintain 10000 ft. Autoplt engaged. Dfw departure communicating with jets regarding altitude and traffic. Flight given turn to 130 degrees to intercept departure radial. In turn noted traffic co-altitude on TCASII. Much communication on frequency, again, traffic. TCASII alert and subsequent RA to climb. First officer disengaged autoplt and followed TCASII commands. Shortly after climb began (within 500 ft) departure in anticipation of climb called traffic 12 O'clock, climb to 17000 ft. Captain radioed response to RA, and acknowledged climbing to 17000 ft. Traffic also responded to RA (descend) and was acknowledged. Personal observation: dfw controller distracted by conflict and radio communications, missed upcoming conflict and delayed climb for flight, occurred at XA05Z, 10000 ft, night, MVFR.
