Narrative:

The control tower frequency at cae is 119.5. At approach altitudes around cae, atl tower bleeds over cae tower. 119.5 is also the north side tower frequency at atl. Although atl tower xmissions are visually somewhat more faint than the level of cae tower, the reception is still distinct. Typically, if cae tower is 5 by 5, atl tower is perceived at 3 by 5. During the ILS runway 11 approach to cae, we were instructed by cae approach to contact cae tower at murry (the LOM) inbound. Upon our switching to cae tower on 119.5 over murry, we immediately heard 'cleared to land.' wondering if tower had called us at the time we switched frequency, we asked cae tower to confirm our landing clearance. Cae tower immediately instructed we were 'not cleared to land' and to 'continue the approach.' clearance to land for our flight was given at approximately 800 ft AGL. Having noticed this frequency problem on previous flts into cae, we questioned cae ground control as to the situational status. They confirmed that this continues to be a serious problem and requested from us the following: 1) to alert our chief pilot in order for circulation of the problem of 'tower xtalk' at cae to be known by company crew members. 2) to submit a report requesting a solution from the FAA by our company. Callback conversation with reporter revealed the following information: facility manager stated he was not aware that there was a frequency overlap problem with atl tower on frequency 119.5 but would look into it.

Narrative: THE CTL TWR FREQ AT CAE IS 119.5. AT APCH ALTS AROUND CAE, ATL TWR BLEEDS OVER CAE TWR. 119.5 IS ALSO THE N SIDE TWR FREQ AT ATL. THEY CONFIRMED THAT THIS CONTINUES TO BE A SERIOUS PROB AND REQUESTED FROM US THE FOLLOWING: 1) TO ALERT OUR CHIEF PLT IN ORDER FOR CIRCULATION OF THE PROB OF 'TWR XTALK' AT CAE TO BE KNOWN BY COMPANY CREW MEMBERS. 2) TO SUBMIT A RPT REQUESTING A SOLUTION FROM THE FAA BY OUR COMPANY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: FACILITY MGR STATED HE WAS NOT AWARE THAT THERE WAS A FREQ OVERLAP PROB WITH ATL TWR ON FREQ 119.5 BUT WOULD LOOK INTO IT.
