Narrative:
IFR B747 in ZNY ARTCC oceanic airspace. MD11 flight out of piarco fir at FL350. No information was given to new york by pia. MD11 crossed just behind B747. When phone patch and IFR clearance was given by ZNY to the MD11. I feel the pilot didn't even know he was not on an IFR clearance (separation was lost). Also the MD11 was the second flight that hour out of the fir that I (ZNY ARTCC) had no information on. The first flight was at FL310 requesting FL350. If he had climbed he would have lost separation with that same B747.
