Narrative:
No radar tracking at all on this radar system. The problem has been reported before but the outcome of any developments of this problem are obscure. I have been told that if a 'recurring' problem is repeatedly reported, it is still only logged out once, and the controllers don't know where it's logged. Specifically, the automated handoff procedures cannot be utilized as per 7110.65, page 2-1-3 and page 5-1-3. Callback conversation with reporter revealed the following information: reporter stated the problem is with the ARTS tracking on the ASR-8 radar system. The problem started about mid jan, and comes and goes. Maintenance is unable to isolate problem. Ucr has been filed.

Title: ATC EQUIP PROB RADAR ARTS IIIA TRACKING.
Narrative: NO RADAR TRACKING AT ALL ON THIS RADAR SYS. THE PROB HAS BEEN RPTED BEFORE BUT THE OUTCOME OF ANY DEVELOPMENTS OF THIS PROB ARE OBSCURE.
