Narrative:
Flight cleared to hold 9000 ft MSL at kona NDB, hold northwest, 10 mi legs efc at XA45Z on the missoula ILS 5 runway 11. Flight went from mso VOR to kona and entered holding using a teardrop entry (30 degree left turn for 1 min). Airspeed 220 KTS, IFR, icing, light turbulence. After 1 min, flight turned right to track inbound to kona NDB. Due to strong wind from southwest, the aircraft was north of the localizer as the turn was completed. A GPWS 'pull up' aural and visual alert came on. Crew executed a terrain avoidance maneuver and leveled at 12000 ft MSL. Subsequent approach and landing without incident.
