Narrative:
Dispatched with anti-skid inoperative and #3 thrust reverser inoperative. Rainy day at portland. Normal touchdown but at about 1000 ft from approach end to maximize runway available for deceleration. At approximately 60-80 KTS, we felt 'a bumpy ride' characteristic of flat tires. We stopped aircraft at about 2500 ft remaining, and awaited the fire equipment. We coordinated for busses to off-load the passenger. After shutting down the aircraft and ensuring the passenger were taken care of, we left the plane to maintenance. In my opinion, the aircraft should not have been dispatched with antiskid inoperative, on a rainy day, to pdx. The winds were 220 degrees at 25 KTS, which favored runway 21 (7000 ft and ungrooved). Due to limitations with antiskid inoperative we requested runway 28R (8000 ft and grooved). This had us landing with approximately a 20 KT crosswind, as the winds were 190 degrees at 20 KTS when we landed. All factors should be considered carefully for dispatch, particularly when all airlines feel the pressure to do more with less. We were dispatched with antiskid inoperative, compounded by #3 thrust reverser inoperative, wet runway and significant winds.

Title: LNDG WITH ANTISKID INOP PLUS #3 REVERSER INOP, XWIND FROM THE L, R MAIN TIRES BLEW ON LNDG ROLLOUT. ACFT STOPPED ON RWY, PAX DEPLANED BY BUS.
Narrative: DISPATCHED WITH ANTI-SKID INOP AND #3 THRUST REVERSER INOP. RAINY DAY AT PORTLAND. NORMAL TOUCHDOWN BUT AT ABOUT 1000 FT FROM APCH END TO MAXIMIZE RWY AVAILABLE FOR DECELERATION.
