Narrative:
On the above mentioned date and time, a police helicopter asked for clearance into the class D to escort a motorcade to a specific location. Clearance was given. Having known from the media that high level government official was due in the area this aircraft was provided special handling as provided by FAA regulations. I was then contacted by ny approach concerning who this aircraft was. I was then informed by approach of the temporary flight restr which was in effect for the area. At no prior time was I informed to the above described activity as required by FAA 7210.3M chapter 6, special flight handling, section 1. In addition when I returned for the next night's shift, NOTAM information concerning the temporary flight restr was taped to the counter with no list of aircraft permitted to enter this area including the police escort. I believe that a lack of coordination between FAA management and ATC personnel responsible for the handling of a related aircraft was abnormal and created a serious breach of national security. At no time were the provisions of FAA 7210.3M, chapter 6, section 1 followed at this facility. I also believe that this incident (at a time of increased awareness concerning terrorist activity) continues to show the disarray and bureaucracy of FAA management. Callback conversation with reporter revealed the following information: reporter indicated that he has not been able to find out if the facility received the information on the temporary flight restr soon enough for dissemination or the facility did not act in a timely manner. He indicated that there was a recent occurrence of the same nature when the facility did not receive the information in a timely manner for dissemination.

Title: SIT RPT INVOLVING INTRAFAC COORD RPTR WAS NOT AWARE OF A TEMPORARY FLT RESTR AREA BEFORE ALLOWING A HELI TO ENTER THE AREA WITHOUT APPROVAL VERIFICATION.
Narrative: ON THE ABOVE MENTIONED DATE AND TIME, A POLICE HELI ASKED FOR CLRNC INTO THE CLASS D TO ESCORT A MOTORCADE TO A SPECIFIC LOCATION. CLRNC WAS GIVEN. HAVING KNOWN FROM THE MEDIA THAT HIGH LEVEL GOV OFFICIAL WAS DUE IN THE AREA THIS ACFT WAS PROVIDED SPECIAL HANDLING AS PROVIDED BY FAA REGS. I WAS THEN CONTACTED BY NY APCH CONCERNING WHO THIS ACFT WAS. I WAS THEN INFORMED BY APCH OF THE TEMPORARY FLT RESTR WHICH WAS IN EFFECT FOR THE AREA. AT NO PRIOR TIME WAS I INFORMED TO THE ABOVE DESCRIBED ACTIVITY AS REQUIRED BY FAA 7210.3M CHAPTER 6, SPECIAL FLT HANDLING, SECTION 1. IN ADDITION WHEN I RETURNED FOR THE NEXT NIGHT'S SHIFT, NOTAM INFO CONCERNING THE TEMPORARY FLT RESTR WAS TAPED TO THE COUNTER WITH NO LIST OF ACFT PERMITTED TO ENTER THIS AREA INCLUDING THE POLICE ESCORT. I BELIEVE THAT A LACK OF COORD BTWN FAA MGMNT AND ATC PERSONNEL RESPONSIBLE FOR THE HANDLING OF A RELATED ACFT WAS ABNORMAL AND CREATED A SERIOUS BREACH OF NATIONAL SECURITY. AT NO TIME WERE THE PROVISIONS OF FAA 7210.3M, CHAPTER 6, SECTION 1 FOLLOWED AT THIS FACILITY. I ALSO BELIEVE THAT THIS INCIDENT (AT A TIME OF INCREASED AWARENESS CONCERNING TERRORIST ACTIVITY) CONTINUES TO SHOW THE DISARRAY AND BUREAUCRACY OF FAA MGMNT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR INDICATED THAT HE HAS NOT BEEN ABLE TO FIND OUT IF THE FACILITY RECEIVED THE INFO ON THE TEMPORARY FLT RESTR SOON ENOUGH FOR DISSEMINATION OR THE FACILITY DID NOT ACT IN A TIMELY MANNER. HE INDICATED THAT THERE WAS A RECENT OCCURRENCE OF THE SAME NATURE WHEN THE FACILITY DID NOT RECEIVE THE INFO IN A TIMELY MANNER FOR DISSEMINATION.
