Narrative:
The airplane had just come from the repair shop after a 120 day wait for repairs. I was moving the airplane to the paint shop for touch-up paint and decided in the eyes of safety to file an IFR flight plan. The error on my part was brought to my attention by the FAA who did not know I filed and therefore said, 'that's one' on me.

Title: THE PLT FILED IFR NOT REALIZING THE PITOT STATIC AND XPONDER 24 MONTH CHKS HAD EXPIRED. THE FAA INSPECTOR WHO DISCOVERED THE DISCREPANCY WAS NOT AWARE THE RPTR HAD FILED IFR.
Narrative: THE AIRPLANE HAD JUST COME FROM THE REPAIR SHOP AFTER A 120 DAY WAIT FOR REPAIRS. I WAS MOVING THE AIRPLANE TO THE PAINT SHOP FOR TOUCH-UP PAINT AND DECIDED IN THE EYES OF SAFETY TO FILE AN IFR FLT PLAN. THE ERROR ON MY PART WAS BROUGHT TO MY ATTN BY THE FAA WHO DID NOT KNOW I FILED AND THEREFORE SAID, 'THAT'S ONE' ON ME.
