Narrative:

From the tower you can't see small aircraft on taxiway C at the north end or the approach end of runway 16L. The maule was told to hold short of runway 16L and there was experimental traffic 1/2 mi final. The maule did not hold short but departed without a clearance in front of the experimental. Because you can't see it, the problem is very difficult to catch.

Narrative: FROM THE TWR YOU CAN'T SEE SMALL ACFT ON TXWY C AT THE N END OR THE APCH END OF RWY 16L. THE MAULE WAS TOLD TO HOLD SHORT OF RWY 16L AND THERE WAS EXPERIMENTAL TFC 1/2 MI FINAL. THE MAULE DID NOT HOLD SHORT BUT DEPARTED WITHOUT A CLRNC IN FRONT OF THE EXPERIMENTAL. BECAUSE YOU CAN'T SEE IT, THE PROB IS VERY DIFFICULT TO CATCH.
