Narrative:
At night X was cleared to cross runway 32, traffic 1 mi final. X apparently turned onto runway 32 and started taxiing toward landing Y. By the time I realized X had done so, Y turned around and was exiting the runway and X had already landed and was rolling out. Neither pilot said anything, nor did I, because I am unsure if Y turned onto the runway or a parallel taxiway by mistake.

Title: PLT OF AN SMA INADVERTENTLY TAXIED ONTO RWY OCCUPIED BY LNDG TFC INSTEAD OF XING IT AS INSTRUCTED BY TWR WHEN THE OTHER ACFT WAS STILL AIRBORNE.
Narrative: AT NIGHT X WAS CLRED TO CROSS RWY 32, TFC 1 MI FINAL. X APPARENTLY TURNED ONTO RWY 32 AND STARTED TAXIING TOWARD LNDG Y. BY THE TIME I REALIZED X HAD DONE SO, Y TURNED AROUND AND WAS EXITING THE RWY AND X HAD ALREADY LANDED AND WAS ROLLING OUT. NEITHER PLT SAID ANYTHING, NOR DID I, BECAUSE I AM UNSURE IF Y TURNED ONTO THE RWY OR A PARALLEL TXWY BY MISTAKE.
