Narrative:
After starting engines at dec, il, we called for and received our IFR clearance. It was my copilot's turn to fly the leg. I called for taxi and my copilot began the taxi to runway 30. During the taxi on the center taxiway, I was completing the taxi checklist and completing the navigation entries into the LORAN, when I noticed my copilot had taxied over the hold line. The ground controller properly admonished us for having done so. When I quizzed my copilot, it was evident that he didn't understand or recognize the hold line was for more than 1 runway. The hold line on the center taxiway at dec, il, is over 1000 ft from the intersection of both runways (nonstandard for those of us who are accustomed to holding short of the runway, near the runway). There is the problem. The hold line is properly located for those who are familiar with it. Cover it with ice and snow and you won't see it! No special signage with this hold line. Callback conversation with reporter revealed the following information: reporter states the reason for the report was a heads up for a situation he sees as a hazard when WX factors are involved. He admits they screwed up and in conversation realized the need for the hold line being so far back from the runways is for standard clearance for large aircraft. Reporter feels a lighted sign would help improve the taxiway safety for pilots unfamiliar with the airport.

Title: CORP FLC TAXIES BEYOND HOLD LINE LOCATED 1000 FT PRIOR TO RWY.
Narrative: AFTER STARTING ENGS AT DEC, IL, WE CALLED FOR AND RECEIVED OUR IFR CLRNC. IT WAS MY COPLT'S TURN TO FLY THE LEG. I CALLED FOR TAXI AND MY COPLT BEGAN THE TAXI TO RWY 30.
