Narrative:

I was ground controller. Airport authority/authorized requested a practice alert III be called with location given as taxiway E5 intersection at the approach end of runway 10L. After coordination with local controller the simulated alert III was called. Local had cleared air carrier a for takeoff on runway 10L prior to calling the simulated alert. I had stopped air carrier B on the terminal ramp and advised him of the simulated alert. The air crash vehicles left the fire station and crossed the terminal ramp heading for taxiway east parallel to runway 10L. The 1ST and 2ND vehicles did as I had instructed them all to do on ground control frequency and turned onto taxiway east remaining off runway 10L. The 3RD and 4TH vehicles crossed taxiway east and attempted to enter runway 10L just after air carrier a crossed the departure end. I stopped the 3RD and 4TH vehicles at the hold short line.

Title: MISCOM BTWN GND CTLR AND EMER CRASH VEHICLES DURING PRACTICE ALERT. 2 VEHICLES CAME CLOSE TO RWY INCURSION AS ACR ACFT WAS TAKING OFF.

Narrative: I WAS GND CTLR. ARPT AUTH REQUESTED A PRACTICE ALERT III BE CALLED WITH LOCATION GIVEN AS TXWY E5 INTXN AT THE APCH END OF RWY 10L. AFTER COORD WITH LCL CTLR THE SIMULATED ALERT III WAS CALLED. LCL HAD CLRED ACR A FOR TKOF ON RWY 10L PRIOR TO CALLING THE SIMULATED ALERT. I HAD STOPPED ACR B ON THE TERMINAL RAMP AND ADVISED HIM OF THE SIMULATED ALERT. THE AIR CRASH VEHICLES LEFT THE FIRE STATION AND CROSSED THE TERMINAL RAMP HEADING FOR TXWY E PARALLEL TO RWY 10L. THE 1ST AND 2ND VEHICLES DID AS I HAD INSTRUCTED THEM ALL TO DO ON GND CTL FREQ AND TURNED ONTO TXWY E REMAINING OFF RWY 10L. THE 3RD AND 4TH VEHICLES CROSSED TXWY E AND ATTEMPTED TO ENTER RWY 10L JUST AFTER ACR A CROSSED THE DEP END. I STOPPED THE 3RD AND 4TH VEHICLES AT THE HOLD SHORT LINE.
