Narrative:

On may/xx/96 at colorado springs airport, I was captain on flight. I was waiting on ramp in DC9-80 with passenger on board. We had a 40 min wait for gate. Engines were off, APU was running, doors armed. I had fueler begin fueling aircraft, then he stopped. According to company, to fuel with passenger on board, cabin door must be open with stairs in place. I had forgotten this rule and was reminded at gate. This was a mistake, on my part, but not a deliberate disregard of company policy. I was trying to help expedite the outbound flight.

Title: WHILE AWAITING A GATE, RPTR CAPT PLANNED TO HELP EXPEDITE THE NEXT DEP BY FUELING. AFTER FUELING WAS COMMENCED RPTR RECEIVED CALL FROM HIS COMPANY REMINDING HIM THAT WHEN PAX ARE ON BOARD AND FUELING IS IN PROGRESS, THE DOORS MUST BE OPEN AND JETWAY OR STAIRS IN PLACE.

I HAD FUELER BEGIN FUELING ACFT, THEN HE STOPPED. ACCORDING TO COMPANY, TO FUEL WITH PAX ON BOARD, CABIN DOOR MUST BE OPEN WITH STAIRS IN PLACE. I HAD FORGOTTEN THIS RULE AND WAS REMINDED AT GATE. THIS WAS A MISTAKE, ON MY PART, BUT NOT A DELIBERATE DISREGARD OF COMPANY POLICY. I WAS TRYING TO HELP EXPEDITE THE OUTBOUND FLT.
