Narrative:
Changed to ZDC on 133.97. Seemed to have stuck microphone on frequency and went back to previous controller and asked for better frequency. He said it was known interference -- ATIS -- and told us exactly when it would clear up. He said that ATC, or whoever assigns frequency, refuses to fix problem. Center requested that crews write up the problem to companies and NASA to try and move ATC into acknowledging and fixing a known problem that could be a safety of flight problem.

Title: COMS FREQ 133 PT 97 MHZ AT ZDC ARTCC HAS RECEIVED UNK INTERFERENCE FROM AN ALLEGED ATIS. A ZDC SPECIALIST ADVISED THAT THE PROB IS ONGOING AND THIS INTERFERENCE IS SPECIFIC TO A GEOGRAPHICAL LOCATION AND DISAPPEARS WHEN YOU EXIT THAT AREA. THE PROB HAS BEEN RPTED TO FACILITY MGMNT, BUT NO CORRECTIVE ACTION HAS BEEN TAKEN, ACCORDING TO THE ATC SPECIALIST.
Narrative: CHANGED TO ZDC ON 133.97. SEEMED TO HAVE STUCK MIKE ON FREQ AND WENT BACK TO PREVIOUS CTLR AND ASKED FOR BETTER FREQ. HE SAID IT WAS KNOWN INTERFERENCE -- ATIS -- AND TOLD US EXACTLY WHEN IT WOULD CLR UP. HE SAID THAT ATC, OR WHOEVER ASSIGNS FREQ, REFUSES TO FIX PROB. CTR REQUESTED THAT CREWS WRITE UP THE PROB TO COMPANIES AND NASA TO TRY AND MOVE ATC INTO ACKNOWLEDGING AND FIXING A KNOWN PROB THAT COULD BE A SAFETY OF FLT PROB.
