Narrative:

Possible altitude deviation occurred shortly after change of pilots (augmented crew). Both relief pilots were briefed separately by the pilots they were replacing concerning a clearance issued by anc ATC. Clearance was to climb to and maintain 11600 meters and to cross valta level 11600 meters. Aircraft was at FL370. FMC was programmed with a waypoint prior to valta, as a reminder, as a start of climb point. Both relief pilots failed to initiate climb until questioned by anc ATC. Then aircraft was expedited to 11600 meters, but was below by several hundred feet at valta. Supplemental information from acn 335703: we had climbed to 37000 ft in the same clearance with the additional crossing restr from feet to meters prior to entering russian airspace. We briefed the relieving crew and I returned (5-10 mins later) to find some concern about not climbing in time.

Title: SHORTLY AFTER A WDB CREW TOOK THEIR POS AS A RELIEVING CREW, THEY FAILED TO INITIATE A CLB TO CROSS 5 MINS PRIOR TO VALTA INTXN AT 11600 METERS (ENTERING RUSSIAN AIRSPACE). THE ZAN CTLR ALERTED THE CREW AND THEY EXPEDITED THEIR CLB, BUT STILL CROSSED VALTA BELOW 11600 METERS.

Narrative: POSSIBLE ALTDEV OCCURRED SHORTLY AFTER CHANGE OF PLTS (AUGMENTED CREW). BOTH RELIEF PLTS WERE BRIEFED SEPARATELY BY THE PLTS THEY WERE REPLACING CONCERNING A CLRNC ISSUED BY ANC ATC. CLRNC WAS TO CLB TO AND MAINTAIN 11600 METERS AND TO CROSS VALTA LEVEL 11600 METERS. ACFT WAS AT FL370. FMC WAS PROGRAMMED WITH A WAYPOINT PRIOR TO VALTA, AS A REMINDER, AS A START OF CLB POINT. BOTH RELIEF PLTS FAILED TO INITIATE CLB UNTIL QUESTIONED BY ANC ATC. THEN ACFT WAS EXPEDITED TO 11600 METERS, BUT WAS BELOW BY SEVERAL HUNDRED FEET AT VALTA. SUPPLEMENTAL INFO FROM ACN 335703: WE HAD CLBED TO 37000 FT IN THE SAME CLRNC WITH THE ADDITIONAL XING RESTR FROM FEET TO METERS PRIOR TO ENTERING RUSSIAN AIRSPACE. WE BRIEFED THE RELIEVING CREW AND I RETURNED (5-10 MINS LATER) TO FIND SOME CONCERN ABOUT NOT CLBING IN TIME.
