Narrative:
Rdu approach was unable to hand our flight to ZDC and asked us to descend back to 10000 ft (we had been cleared to 12000 ft). Rdu was still unable to contact center on the landline and switched us to fay approach. My captain was very upset we were wasting fuel flying a jet at 10000 ft, called dca approach on the second radio, while I monitored fay approach. Dca said we were in radar contact and said climb to 16000 ft. We told fay approach we contacted dca and were cleared to 16000 ft. Fay controller sounded upset and demanded we stay at 10000 ft until he contacted center (on the landline). Now we have a conflict we can't obey the instructions from both controllers, so we called dca back and they told us to ignore approach and climb to 16000 ft so we did. We then told fay good-bye and said we were climbing to 16000 ft.

Title: DUE TO A PROB ON INTERCOORD, THE FLC OF AN MLG FAILED TO ADHERE TO THEIR CLRNC FROM DEP CTL AND CLBED FROM ASSIGNED ALT BEFORE CLRED.
Narrative: RDU APCH WAS UNABLE TO HAND OUR FLT TO ZDC AND ASKED US TO DSND BACK TO 10000 FT (WE HAD BEEN CLRED TO 12000 FT). RDU WAS STILL UNABLE TO CONTACT CTR ON THE LANDLINE AND SWITCHED US TO FAY APCH. MY CAPT WAS VERY UPSET WE WERE WASTING FUEL FLYING A JET AT 10000 FT, CALLED DCA APCH ON THE SECOND RADIO, WHILE I MONITORED FAY APCH. DCA SAID WE WERE IN RADAR CONTACT AND SAID CLB TO 16000 FT. WE TOLD FAY APCH WE CONTACTED DCA AND WERE CLRED TO 16000 FT. FAY CTLR SOUNDED UPSET AND DEMANDED WE STAY AT 10000 FT UNTIL HE CONTACTED CTR (ON THE LANDLINE).
