Narrative:
I was on a local night sight seeing hop, staying within a 20 NM of anoka county airport. We took off toward the north and climbed to 3500 ft. After about 10 mins we took a ssw heading toward gep. About 6 mi northeast of gep, I saw aircraft navigation lights off my right windscreen which appeared not to be moving. I figured he was about or at my altitude, so I turned left to be at a straight 90 degrees from aircraft, and began to climb. 5-10 seconds later the aircraft in question passed under the tail about 300-200 ft below 200-300 ft horizontal.

Title: SMA PLT ON NIGHT FLT SIGHTS AN ACFT AT SAME ALT, MAKES A TURN AND BEGINS A CLB BUT HAS NMAC.
Narrative: I WAS ON A LCL NIGHT SIGHT SEEING HOP, STAYING WITHIN A 20 NM OF ANOKA COUNTY ARPT. WE TOOK OFF TOWARD THE N AND CLBED TO 3500 FT. AFTER ABOUT 10 MINS WE TOOK A SSW HDG TOWARD GEP. ABOUT 6 MI NE OF GEP, I SAW ACFT NAV LIGHTS OFF MY R WINDSCREEN WHICH APPEARED NOT TO BE MOVING. I FIGURED HE WAS ABOUT OR AT MY ALT, SO I TURNED L TO BE AT A STRAIGHT 90 DEGS FROM ACFT, AND BEGAN TO CLB. 5-10 SECONDS LATER THE ACFT IN QUESTION PASSED UNDER THE TAIL ABOUT 300-200 FT BELOW 200-300 FT HORIZ.
