Narrative:
Flight cleared to msp via eau 1 arrival. Received new clearance from ZMP approximately 120 NM from eau to intercept gep 103 degree radial to intercept msp 072 degree radial and to cross 50 DME from gep 10000 ft MSL. Just leveled at 10000 ft at 55 DME and 320 KIAS when green TCASII warning at 12 O'clock position at 10000 ft MSL. Due to high closure speed target went to yellow. I took aircraft off autoplt and dove underneath a dehavilland beaver aircraft conducting parachute operations. We missed by 800 ft and 1/4 mi. Too close! Both ZMP and msp approach control knew of the jump aircraft. However, ZMP was very busy with eau 1 arrs during rush hour. ZMP did not warn us of the jump aircraft and in fact gave us a frequency change to msp approach at 53 DME from gep. Msp approach immediately on check in warned us of the jump aircraft. But except for our TCASII alert and our prior evasive action it was too late! Even during rush periods center needs to be more aware of potential conflicts especially if they reclr aircraft off standard arrs. We naturally are also writing this because we violated the 250 KIAS airspeed restr below 10000 ft MSL. But, it was strictly in order to avoid a collision with the jump aircraft. We were approximately 340 KIAS at 9300 ft MSL. Supplemental information from acn 336460: this is a well-known 'jump area' and surprises like this can be avoided.

Title: MLG FLC TAKES EVASIVE ACTION WHEN TCASII INDICATES TFC CLOSING RAPIDLY. IT IS A JUMP ACFT.
Narrative: FLT CLRED TO MSP VIA EAU 1 ARR. RECEIVED NEW CLRNC FROM ZMP APPROX 120 NM FROM EAU TO INTERCEPT GEP 103 DEG RADIAL TO INTERCEPT MSP 072 DEG RADIAL AND TO CROSS 50 DME FROM GEP 10000 FT MSL.
