Narrative:
After flying the VOR/DME runway 35 approach, the PIC proceeded to enter a right base to runway 5, calling his position on CTAF 122.8. Shortly after another aircraft getting ready for departure said that he was 'holding.' we turned on final to see to our surprise an aircraft taxiing out on runway 5, once again saying on CTAF that he was 'holding.' we advised him to not take off, and the PIC committed to the landing, added power, and landed long, flying over the other aircraft. We noticed upon taxiing by the departure end of runway 5, an instructor standing outside, and we assume he was soloing the pilot in the other aircraft.

Title: THE RPTR AFTER COMPLETING A VOR DME APCH TO RWY 35 CIRCLED TO AND LANDED OVER THE TOP OF AN ACFT TAXIING ONTO RWY 5. THE RPTR UNDERSTOOD THE PLT TO SAY HE WAS 'HOLDING.' LATER THE RPTR NOTICED AN INSTRUCTOR STANDING AT THE APCH END OF RWY 5 SUGGESTING HE WAS SOLOING A STUDENT IN THE ACFT HE LANDED OVER THE TOP OF.
Narrative: AFTER FLYING THE VOR/DME RWY 35 APCH, THE PIC PROCEEDED TO ENTER A R BASE TO RWY 5, CALLING HIS POS ON CTAF 122.8. SHORTLY AFTER ANOTHER ACFT GETTING READY FOR DEP SAID THAT HE WAS 'HOLDING.' WE TURNED ON FINAL TO SEE TO OUR SURPRISE AN ACFT TAXIING OUT ON RWY 5, ONCE AGAIN SAYING ON CTAF THAT HE WAS 'HOLDING.' WE ADVISED HIM TO NOT TAKE OFF, AND THE PIC COMMITTED TO THE LNDG, ADDED PWR, AND LANDED LONG, FLYING OVER THE OTHER ACFT. WE NOTICED UPON TAXIING BY THE DEP END OF RWY 5, AN INSTRUCTOR STANDING OUTSIDE, AND WE ASSUME HE WAS SOLOING THE PLT IN THE OTHER ACFT.
