C650 forgot to call tower on approach to runway and landed without a clearance. Controller complaint was not against the flight crew, but was that his tower is not equipped with a BRITE radar system, which he thinks would have prevented this occurrence.

Possible hazard coupling the call not being made inbound, no BRITE radar and WX. Filing report to try to draw attention to the unsafe condition at cps without a BRITE radar.
