Narrative:
On the night of jul/xx/96, I obtained a briefing stating that R4806, a restr area of 15 mi radius from a point 42 mi on the 332 degree radial of gcn VOR, and 2000 ft AGL, was still in effect. On a routine flight in cessna from marble canyon, az, to boulder city, nv, the following morning, I set my altimeter to the page, az, setting of 30.12. I departed marble canyon and climbed to approximately 9200 ft MSL to clear the kaibab plateau (approximately 8000 ft MSL) and then descended to about 8500 ft MSL to follow the proper VFR cruising altitude and remain 2000 ft above the terrain where the fire was located (approximately 6500 ft MSL). Once past the kaibab plateau, I was able to receive and reset my altimeter to gcn, 30.32. My actions may have been reported after an unfamiliar twin cessna came within 20-30 ft without radio contact, to read my 2 inch tail numbers en route, creating a very dangerous situation. Several attempts were made on 123.05 (the frequency used for this particular fire operation). When the unknown pilot banked suddenly departing below and to the right, I had to alter my direction of flight by pitching up sharply to avoid him or her banking their left wing into me. I perceived the restr area to be 2000 ft above, and extending 15 mi horizontally around the point described in the NOTAM. It appeared that 8500 ft MSL would be sufficient to remain 2000 ft above the restr area. Upon my return to boulder city, I was informed that I may have entered the temporary restr area R4806. If this was the case, it was inadvertent action on my part due to my misinterp of the NOTAM.

Narrative: ON THE NIGHT OF JUL/XX/96, I OBTAINED A BRIEFING STATING THAT R4806, A RESTR AREA OF 15 MI RADIUS FROM A POINT 42 MI ON THE 332 DEG RADIAL OF GCN VOR, AND 2000 FT AGL, WAS STILL IN EFFECT. ON A ROUTINE FLT IN CESSNA FROM MARBLE CANYON, AZ, TO BOULDER CITY, NV, THE FOLLOWING MORNING, I SET MY ALTIMETER TO THE PAGE, AZ, SETTING OF 30.12. I DEPARTED MARBLE CANYON AND CLBED TO APPROX 9200 FT MSL TO CLR THE KAIBAB PLATEAU (APPROX 8000 FT MSL) AND THEN DSNDED TO ABOUT 8500 FT MSL TO FOLLOW THE PROPER VFR CRUISING ALT AND REMAIN 2000 FT ABOVE THE TERRAIN WHERE THE FIRE WAS LOCATED (APPROX 6500 FT MSL). I PERCEIVED THE RESTR AREA TO BE 2000 FT ABOVE, AND EXTENDING 15 MI HORIZLY AROUND THE POINT DESCRIBED IN THE NOTAM. IT APPEARED THAT 8500 FT MSL WOULD BE SUFFICIENT TO REMAIN 2000 FT ABOVE THE RESTR AREA. UPON MY RETURN TO BOULDER CITY, I WAS INFORMED THAT I MAY HAVE ENTERED THE TEMPORARY RESTR AREA R4806. IF THIS WAS THE CASE, IT WAS INADVERTENT ACTION ON MY PART DUE TO MY MISINTERP OF THE NOTAM.
