Narrative:
Flight departed tpa, runway 18L, with clearance to turn right to heading 210 degrees, climb to 6000 ft. Departure control directed a turn to 350 degrees, climb to 7000 ft. At approximately 5700 ft a TA was indicated by TCASII for traffic at 7000 ft. Visual contact was difficult due to cumulus clouds but was intermittently gained. Aspect of traffic was difficult to determine. However, at approximately 6500 ft captain determined evasive action was necessary. The turn to 350 degrees was stopped, the throttles were closed and an immediate descent initiated. The traffic (a saab) was observed to pass very close above. A message was conveyed to the departure controller with subsequent 'pregnant pause.' the controller returned to the frequency with what seemed to be a 'shaken' tone. There was no acknowledgement of conflict by the controller. No RA was received on TCASII and no evasive action was observed by the saab.

Title: FLC OF AN MLG STOPPED THEIR CLB DURING DEP IN RESPONSE TO A TCASII RA AND THE VISUAL SIGHTING OF A SAAB TYPE ACFT CLOSING ON THEIRS. ATC CTLR MADE NO COMMENT REGARDING THE REASON FOR THE NEAR MISS (NMAC).
Narrative: FLT DEPARTED TPA, RWY 18L, WITH CLRNC TO TURN R TO HDG 210 DEGS, CLB TO 6000 FT. DEP CTL DIRECTED A TURN TO 350 DEGS, CLB TO 7000 FT. AT APPROX 5700 FT A TA WAS INDICATED BY TCASII FOR TFC AT 7000 FT. VISUAL CONTACT WAS DIFFICULT DUE TO CUMULUS CLOUDS BUT WAS INTERMITTENTLY GAINED. ASPECT OF TFC WAS DIFFICULT TO DETERMINE. HOWEVER, AT APPROX 6500 FT CAPT DETERMINED EVASIVE ACTION WAS NECESSARY. THE TURN TO 350 DEGS WAS STOPPED, THE THROTTLES WERE CLOSED AND AN IMMEDIATE DSCNT INITIATED. THE TFC (A SAAB) WAS OBSERVED TO PASS VERY CLOSE ABOVE. A MESSAGE WAS CONVEYED TO THE DEP CTLR WITH SUBSEQUENT 'PREGNANT PAUSE.' THE CTLR RETURNED TO THE FREQ WITH WHAT SEEMED TO BE A 'SHAKEN' TONE. THERE WAS NO ACKNOWLEDGEMENT OF CONFLICT BY THE CTLR. NO RA WAS RECEIVED ON TCASII AND NO EVASIVE ACTION WAS OBSERVED BY THE SAAB.
